Point in Time Count (Homelessness)

Measurement Period: 2023
The Homeless Leadership Coalition (HLC) and community partners conduct a point in time count that provides a snapshot of homelessness in Central Oregon in January of each year. This survey queries people experiencing homelessness, in transitional housing or at-risk of becoming homeless in Deschutes, Crook, and Jefferson counties and the Confederated Tribes of Warm Springs. It is a part of a state and national effort to understand the scope of the crisis, the reasons for homelessness and the barriers people experiencing homelessness face in finding appropriate and adequate housing.
The survey includes a count of those regarded as homeless within shelters and those who are unsheltered. In 2020, a count of only those who were sheltered was administered, and is not included in the data. 

Why is this important?

The point in time count helps monitor racial disparity in services, ensuring equity for minority clients and identifying need based on location. It provides invaluable information about our neighbors experiencing homelessness and allows us to shape our services to meet their needs. The count shows prevalence of homelessness in Central Oregon and the local need for more resources to the federal government, bringing in funding to the region.
