In Central Oregon, we are seeing:
- The current percent of households experiencing severe rent or mortgage burden is 15%, and the target in the 2020-2024 RHIP is decreasing this percentage to 13%.
- Severe rent or mortgage burden is defined as paying more than 50 percent of one's income on rent, mortgage, and maintenance related to the rented or mortgaged property.

This indicator shows the percentage of people under the age of 18 who are living below the federal poverty level.
Numerator = Total estimate of persons under 18 who had income in the past 12 months that was below the poverty level
Denominator = Total population estimate under 18 with poverty status determined
